The Humane Society of the United States (HSUS) does not provide direct financial assistance to pet owners for veterinary or other expenses, but they do have a page on their website where they offer additional suggestions for what you can do if you are having trouble affording veterinary care.

Is there free veterinary care?
Our free veterinary services are available to pets whose owners are on certain means-tested benefits. If your pet requires emergency veterinary treatment you can contact your nearest veterinary location. We also provide an out of hours service for emergency cases only.

Does the Humane Society treat sick dogs?
Animal Humane Society Veterinary Centers offer high-quality, low-cost wellness services to pet owners with limited incomes, military personnel and veterans, feral cat caretakers, and nonprofit rescue organizations. We do not have the ability to treat sick or injured animals.
